Community Plans in the City of San Diego are long-term planning documents that provide detailed policies and guidelines for the physical development of a specific neighborhood or community within the city. The Normal Heights Community Plan was last updated in 1998 and is current being updated by the community in collaboration with other mid-city communities and the City.
